Zajamčeni osobni dohodak za sve građane – futurološka nužnost

Napredak tehnologije, u prvom redu digitalizacija te robotizacija doveli su do ukidanja brojnih radnih mjesta, ali i stalni pad za angažmanom radne snage. Pa čak i u uslužnoj industriji sve su češći slučajevi da hologrami ili pak roboti obavljaju usluge koje su donedavno bile isključivo u “ljudskoj servisnoj nadležnosti”, automatski upravljani automobili već obavljaju transport putnika bez vozača, dok trgovine s 3D printerima mijenjaju prodavačice, stvarajući personalizirane proizvode po želji kupaca koji ih sami kreiraju.

Rezultat – obilje svega, osim poslova koji će nam donositi plaću i osiguravati egzistenciju. Kakvo nas društvo čeka kroz prizmu daljnjega razvoja tehnologije, tumači futurologinja poduzetništva Sanela Dropulić, direktorica Virtualnog ženskog poduzetničkog centra.

– U Europskoj Uniji sve je snažnija inicijativa, pod pritiskom smanjenja radne snage u proizvodnim procesima, potrebe uvođenja zajamčenog osobnog dohotka (Universal Basic Income). Globalna ekonomija nezaustavljivo gura naprijed na krilima tehnologije, a sve više ljudi ostajat će bez posla jer ih proizvodni procesi ne trebaju. Vlade država koje ne žele socijalne nemire morat će osigurati da njihovi građani bez obaveze rada i svi do jednoga, imaju koliko – toliko pristojnu naknadu za život, ali u prvom redu za potrošnjom koja je pokretač svakog gospodarstva.  Ta naknada će naravno biti “manje izdašna” nego što će se zarađivati u uobičajenom radnom odnosu, ali još uvijek bolja od socijalne pomoći i pukog preživljavanja nakon što tržište ugasi radna mjesta onih koji se nisu izobrazbom, vještinama i radnim iskustvom prilagodili za ekonomske trendove kadrovskih potencijala – najavljuje futurologinja Sanela Dropulić.

Zajamčenim osobnim dohotkom države ne bi trebale dopustiti da i jedan njezin građanin ostane na rubu egzistencije, u siromaštvu i bez mogućnosti da se ikada više zaposli i za to bude plaćen. Uz zajamčeni osobni dohodak, bez obzira što radili ili ne radili, države će osiguravati plaću za sve, ali istodobno i socijalni mir. Kako one s razvijenom ekonomijom na globalnoj ekonomskoj karti, tako i vrlo izgledno Hrvatska uz njih.

– Budućnost nam neizostavno donosi dematerijalizaciju (koja je istini za volju počela već prije nekoliko godina): novine, knjige, lampe, video, gps, vizitke, fotoaparati, novac, pa čak i glasovanje na izborima – sve to već sada uvelike više ne držimo u ruci niti će nam biti potrebno u materijalnom obliku – dio toga nabavljamo ili obavljamo mobitelom, a dio ćemo nekom novom tehnologijom. Oni koji su to za nas proizvodili u materijalnim inačicama, postat će nepotrebni na tržištu rada i vrlo izgledno više nam neće niti ikada više u tom radnom obliku zatrebati. Kako te radnike ne gurnuti u težak socijalni položaj, ako ne kroz zajamčeni osobni dohodak. On nije kategorija koja predstavlja utopiju, nego vrlo izgledno blisku hrvatsku budućnost. Ta kategorija će biti promišljana u svih razvijenijih svjetskih vlada do 2025. godine, a sigurna sam da će biti i na agendi hrvatske vlasti. Nije to niti proračunski manevar kojim se ljude potiče na ljenost (iako je sigurno da će mnoge ulijeniti), nego prije svega na aktivnu potrošnju koja generira napredak, u trenutku kada napredak tehnologije gasi radna mjesta koja joj ne trebaju – analizira direktorica Virtualnog ženskog poduzetničkog centra. Ova futurologinja također dodaje kako će i u hrvatskom društvu biti izuzetno izražena potreba na tržištu rada za inovatorima, malim i srednjim poduzetnicima, te problem solution stručnjacima.

– Važno je znati što napraviti sa svim podacima koje dobivamo o budućnosti i kako ih koristimo, kako ih involviramo u naše živote te kako se pripremamo za ono što nam dolazi. Moramo promijeniti način razmišljanja, a uz pomoć povezivanja i međusobne suradnje kao i razmjene iskustava početi već danas djelovati. Hrvatska vlada u tom pravcu ne smije zaboraviti promišljati i o zajamčenom osobnom dohotku za svoje građane jer i prije nego što se okrenemo, ta daleka budućnost postat će naša sadašnjost. Naša najjača karakteristika u vremenu koje dolazi bit će prilagodljivost, a naša državna upravljačka struktura će to pokazati promišljanjem i uvođenjem zajamčenog dohotka za sve, bude li slušala futurološke prognoze  – upozorava Sanela Dropulić najavljujući kroz svoju struku futurologinje poduzetništva mnoge dinamične promjene koje nas čekaju u Hrvatskoj, u prvom redu uvođenje osobnog dohotka za sve građane Lijepe naše u nešto više od jednog desetljeća pred nama.
